Two reasons:

1) Herbs who can’t make enough noise with their vocal chords, resort to cheesy noise makers (re: Carolina Hurricanes and Atlanta Thrashers’ noise sticks)

2) More steer live in the state of Texas than ANY OTHER state. So, pretty much EVERYONE there farms cattle. When EVERYONE has cattle, then everyone has cowbells…it only makes sense.
